Several new laws will take effect in NJ starting January 1, 2025, impacting minimum wage, unemployment benefits, education, and more. Several laws highlight Government Murphy’s efforts to address issues related to worker rights, privacy, healthcare, public education, and housing.
Minimum Wage Increase
New Jersey’s statewide minimum wage will rise by 36 cents to $15.49 per hour for most workers. Seasonal and small business employees will see a higher increase, with their hourly wage climbing by 80 cents to $14.53. Agricultural workers will also see a raise, with their hourly wage increasing by 59 cents to $13.40. Long-term care facility direct care staff will see their wage rise to $18.49. Tipped workers will receive an increase to $5.62 per hour.
Unemployment Insurance and Benefit Increases

Freedom to Read Act
A new law will protect students, parents, and communities from book bans in schools and libraries. The Freedom to Read Act requires local school boards and library governing bodies to implement policies for reviewing and curating library materials.
Data Protection Law
Starting January 15, the New Jersey Data Protection Act mandates that businesses notify consumers about the collection of personal data. Consumers will also have the right to opt out of such data collection.
Housing Reform
A new law streamlines affordable housing processes by establishing a system for municipalities to meet their obligations without relying on the courts, replacing the defunct Council on Affordable Housing.
Teacher Certification Changes
The state will no longer require most teacher candidates to pass a basic skills test. The new law aims to expand the pool of qualified teachers.
Postpartum Health Care
In May 2025, healthcare providers will be required to create postpartum care plans for new mothers, covering mental health, follow-up appointments, breastfeeding support, and more.
Salary Transparency
Starting June 1, 2025, New Jersey businesses will be required to disclose salary information and promotion opportunities to current employees before making a decision on promotions.
Medical Debt Protection
New measures in the Medical Debt Relief Act will limit interest on medical debt to 3% and restrict wage garnishment for low-income patients starting in July 2025.
