Gov. Phil Murphy pardoned 33 individuals and commuted the sentences of three women Monday, marking his first use of clemency powers. The decision followed a review by the Clemency Advisory Board, part of a new initiative to provide legal relief for those deserving a second chance.

“Today, we rededicate ourselves to ensuring that New Jersey is the state for second chances,” Murphy said. “These decisions recognize the power of redemption and the ability of individuals to transform their lives.”

The clemency recipients included veterans, faith leaders, and small business owners. All pardon recipients had been free from criminal justice involvement for over a decade.

Among the commutations was Dawn Jackson, whose case drew national attention through Kim Kardashian’s advocacy. Jackson, convicted of murder in 1999, had her sentence commuted, with parole supervision to follow until 2029. Murphy noted that domestic violence, a factor in her case, was not adequately considered at the time of her conviction.

Kardashian praised Murphy’s actions, saying they show “what’s possible when we focus on supporting survivors and committing to real justice.”

The governor also pardoned individuals with convictions ranging from shoplifting to drug possession. Murphy highlighted their personal growth and contributions to their communities, noting many now assist others facing similar struggles.

With his term ending in 2026, Murphy pledged to continue using clemency powers to advance justice reform.
