New Jersey health officials on Tuesday issued an executive directive and standing order allowing COVID-19 vaccines for all residents six months and older. The move ignores recent federal limits that restrict eligibility to adults 65 and older or people with certain medical conditions.
Acting Health Commissioner Jeff Brown signed Executive Directive 25-003, which authorizes broad access for the 2025-2026 respiratory illness season. The Department of Health also issued a standing order allowing pharmacists to administer vaccines to anyone age 3 and older without a prescription. Children under 3 can receive doses through their pediatricians.
The Food and Drug Administration recently narrowed COVID-19 vaccine eligibility, creating confusion among providers and patients. Gov. Phil Murphy said New Jersey would not let that decision block residents who want a vaccine.
“At a time when COVID-19 cases are increasing across the country … I am committed to ensuring everyone in New Jersey who wants to receive a COVID-19 vaccination can receive a dose this fall,” Murphy said.
Brown said the state’s goal is to maintain equitable access and remove barriers as students return to school and flu season begins.
The Murphy administration encouraged health insurers to cover vaccines at no cost for all residents, though coverage is not guaranteed for every health plan. Vaccines will be available at doctors’ offices, pharmacies, federally qualified health centers, and other providers in the coming weeks.
Deputy Commissioner Dr. Novneet Sahu said vaccines remain a critical tool in limiting the spread of COVID-19 and protecting communities.
“Vaccines remain our strongest defense, helping to limit the spread of the virus, protect communities, and reduce broader impacts such as missed school and work,” Sahu said.
